A homeowner can purchase a homeowner permit and schedule an inspection ONLY IF the homeowner is performing the work.

Permit Timeline - A permit is good for 180 days. The permit can be extended for an additional 180 days, for no fee one time.
Reroof Inspections - Reroof inspections are not done same day or next day due to volume. The approximate time period may vary.

Inspections - You as the homeowner CANNOT request the inspection for your contractor. The contractor that pulled your permit must schedule the inspection.
Inspection Process - Once the reroof work is completed, the contractor shall request an inspection; PPRBD inspector(s) will come out to the permitted address and ring the doorbell and knock to introduce themselves. If no one is home, the inspector will tag the door with a hanger that will have instructions on how to obtain the inspection results. The inspector will perform the inspection and log all results. The contractor will get an automated email with all of the inspection results.

Questions for homeowners:
How extensive is the damage?
 Recent storms in our area have been severe enough to cause damage well
beyond cosmetic. A primary concern that you may not be able to see is the
vent cap for gas fired appliances such as the water heater and furnace.
Large hail has the potential to damage the vent cap to the extent that flue
gasses cannot escape the home. When this happens, you and your family
may be exposed to deadly carbon monoxide. RBD highly suggests all
homeowner purchase and install a Carbon Monoxide Detector outside all
sleeping rooms AND have a qualified contractor examine your roof vent for
proper operation.
Do I need a permit?
 Yes, if your roof is being replaced as a result of hail damage, you need a reroof
permit. If the roof is being repaired and the repair is limited to 100
square feet or less, a permit is not required. If your siding was damaged
and requires replacement, a permit is required if the repair exceeds 100
square feet. If your windows were damaged and require replacement a
permit is required only if the size of the window is being changed. A permit
is not required to replace broken glass.
Can I get the permit as the homeowner?
 Yes, our code allows a homeowner permit IF you own the home, reside in
the home and are doing the work yourself. This means you, your family,
your friends, etc., are doing the work. If you are hiring a contractor, they
MUST obtain the permit so we can ensure they are properly licensed and
insured for the work being done. Never obtain a homeowner permit for a

How do I know if my contractor is licensed?
 Before you sign a contract always check to make sure the contractor is
licensed. You can check on our website here. Choose “building”, then
“specialty”, then “single trade” and then “roofing”. You can also call our
office at 719-327-2880 and we can look it up for you.


Colorado Springs, Colorado - Pike Peak Buiding Department Reroofing Guidelines
As of June,1,2018 all reroofing permits will be inspected under the 2015 IRC and IBC
This information is a summary of reroof requirements. In addition to the information in this handout,
you must refer to the currently adopted codes for the complete requirements.

 New asphalt roof coverings shall NOT be installed without first removing all existing layers of roof
coverings on residential homes.
 It is a violation of Code for any person to contract or perform reroofs (or repairs more than 100
square feet) without a license unless you own the residential property AND it is your primary
residence.

 Roofing contractors are ONLY permitted to replace the vent cap on the b-vent. Contractors CANNOT
repair or replace the vent itself.

 Elevation of the property is listed on the permit receipt. Properties that are above 7,000 ft. elevation
require an ice barrier to be installed. This barrier must consist of at least two layers of underlayment
cemented together OR of a self-adhering polymer modified bitumen sheet extending form the eave’s
edge to a point of at least 24 inches inside the exterior wall line of the building.

 Two layers of ASTM D226 roofing felt (half-lapped) is required for roof slopes between 2:12 and
4:12.

 Asphalt shingles are not permitted to be installed on a roof pitch less than 2:12.

 Stocking of roofing materials (driveway or roof) is considered the start of a project. Stocking
materials prior to a permit being issued is not allowed. Violations shall result in a triple permit fee
and a stop work order being issued.

 Our inspectors carry 16ft extension ladders. Buildings taller than one story must have a ladder
provided be the contractor. Leave a call ahead phone number in the comment box for the inspector
and they will call you to set an appointment. Access to the roof is the responsibility of the contractor
and failure to do so may result in a trip fee.

 Reroof permits are not required to be posted at the property.

 Typical asphalt roofing materials and Direct-to-Deck metal shingles on residential homes do not
require a mid-roof inspection.

 Crickets are not required on reroofs, only on new construction.

 Roof deck—plank decking (skip sheathing) must have gaps that are 1/4” or less. If not, it must be redecked
with a minimum of 7/16” OSB or overlaid with a minimum of 3/8” CDX or OSB on top of
existing planking/skip sheathing or gaps must be filled in.

Inspection requests received by 8:29 am will be scheduled for that day (M-F). Routes are then determined geographically, rather than by the time they were requested.
